Admission is stage two in the immigration process. The Canadian government is responsible for the actual admission of immigrants onto Canadian teritory, be that Quebec or any other province. The difference is that if you wish to immigrate to Quebec, you must obtain a CSQ before applying to the Candian government for admission.
To be admitted by the Canadian government a candidate must apply for permanent residence
Once arrived in Canada, permanent residence status gives the immigrant the same rights as a Canadian citizen, excluding the right to vote and the right to hold a Candian passport. After three years of permanent residence the immigrant can apply for Candian citizenship.
For further information on the admission process, see our section on Canadian immigration.
