Tier 2 restricted Certificates of Sponsorship (CoS) are needed in most cases for employing Tier 2 General visa migrants who live outside the UK.  The employer has to have a Tier 2 Sponsor Licence before being able to apply for a restricted CoS. 

There are a number of problems with the current UK visa system.

Complicated immigration rules make it more likely that mistakes are made leading to refusals.  Migrants then end up paying even more money in Government fees by applying again.  This puts off people coming to the UK and indirectly reduces levels of immigration to the UK.
