This is a strange turn of events. We have been told that there is an emergency situation at USCIS and to avoid furlough urgent funding is required. As you would expect due to coronavirus COVID-19 there has been a significant reduction in the volume of applications, and so as a result less money being received by USCIS for US visa petitions.
The Conservatives are thought of as being more of an anti-immigration party than the other parties. However, the Tories are also frequently quite liberal on immigration. They have announced recently that they will allow in, potentially, large numbers of Hong Kong Chinese. Perhaps hundreds of thousands of people.
As well as the Song Chen case mentioned below, there is also the recent case of Juan Tang a Chinese researcher who is in the Chinese San Francisco Consulate to avoid arrest. It is claimed that she did not mention in her US visa application

There is bound to be friction when Trump is trying to change the immigration system. It is entirely possible that he is happy that many of these Judges are leaving. Probably the hope is that replacement Judges will be more anti-immigration. Less experienced Judges will most likely lead to more bad decision making.
